
News regarding the SOSTENUTO project

From July 2009 to January 2012 Expeditio implemented the project "SOSTENUTO" in cooperation with partner organizations from the Mediterranean region, through the European Union MED program. More details about the Sostenuto project read here and below you can follow all the activities of the Sostenuto project in Montenegro.
On October 1-3, 2010, an International conference of informal cultural organizations and initiatives was held in Ohrid, Macedonia. The conference was the final activity of project "Non-Institutional Partakers of Cultural Policy in Serbia, Montenegro and Macedonia", funded by the European Cultural Foundation and implemented in partnership between the Committee for Civic Initiatives from Niš, Serbia, as the lead partner, the independent artistic association “Remont” from Belgrade, Serbia, the Contemporary Art Centre from Skoplje, Macedonia and Expeditio from Kotor, Montenegro. In Montenegro, this initiative was conducted as part of the SOSTENUTO project.
Expeditio is conducting an analysis of the capacity of cultural policy actors in Boka Kotorska, through a questionnaire designed for that purpose. The idea of the questionnaire is to assess the capacity of public cultural institutions in the area of Boka Kotorska, which could form a basis for the creation of local cultural strategies. The analysis is part of the project "Non-institutional Partakers of Cultural Policy in Serbia, Montenegro and Macedonia“ and a continuation of the workshop “Strategic planning of culture at the local level”, organized in July 2010 in cooperation between Expeditio and the Departments for Social Affairs within the Municipalities of Kotor, Tivat and Herceg Novi.

The questionnaire in front of you is a part of the project "Non-institutional actors of cultural policy in Serbia, Montenegro and Macedonia", financed by the European Cultural Foundation. The aim of this project is to examine the capacity of the key actors of cultural policy which operate outside the system of a public / national cultural institutions. On the basis of that examination, the goal will be to make a map and assess the strength of the independent cultural scene in these three countries. Also, that will be a starting point to begin the process of operational / tactical networking of non institutional actors of cultural policy at national and regional levels, to exchange cultural programs, strengthen the capacity of the independent scene, apply in partnership at international competitions and increased influence on decision making in the sphere of cultural policy at local and national levels.
We inform you that a DRAFT NATIONAL PROGRAMME FOR THE DEVELOPMENT OF CULTURE 2011-2016 has been drawn up. The document can be downloaded here. An invitation has also been sent to all stakeholders to take part in the public hearings about the document, which will be organized in Bijelo Polje, Cetinje and Kotor during July 2010. The exact dates of the public hearing will be subsequently published on the website of the Ministry of Culture of Montenegro.

How to reinforce the cultural sector's innovation capacity in the Mediterranean zone? How to accompany its mutation towards new economic and social models?The cultural sector represents a strong economic potential and a sector carrying economic and social innovation. Nevertheless, it remains unequally present on the territories, globally little structured and still insufficiently integrated within the policies of territorial development within the Med space. In this framework, SOSTENUTO consists of making evolve the methods of organisation and management of enterprises and associations in the cultural sector. It must particularly enable to test, in this sector, innovative methods of organisation and management - incubator, cluster, local exchange trading system, new forms of territorial governance -that may increase its capacities of innovation, its economic independence and may better valorise its activities within the local, regional and national economies.
