Within the project »Look Around – Think about Space! «, EXPEDITIO organized a workshop “Participatory decision-making in the area of spatial planning and management” on 19 -20 November 2005, which was attended by representatives of non-governmental organizations and state institutions. The workshop was held in the Trade Union Centre in Muo, Kotor.

The project is funded by EU – European Agency for Reconstruction – office in Podgorica. Additional information on the project can be found at the site www.prostor.cg.yu.

The workshop was run by Vanja Ćalović and Veselin Bajčeta from MANS, Network for Affirmation of NGO Sector. More on MANS can be found at the site www.mans.cg.yu.

The workshop focused on the following topics (followed by examples and discussion of participants):

I introduction into spatial planning and management
Importance of spatial planning and management
Laws regulating the area of spatial planning and management
Types, contents and interrelation of planning documents
Process of drawing up and adopting planning documents

II Permits, inspection, penalties
Building permits
Technical control and survey, usage permit
Inspection supervision
Penalty regulations

III Illegally built structures
Legislation
International obligations
the Vienna Declaration

IV Transparence and possibilities for citizen participation
Transparence in spatial planning and management
Mechanisms of citizen participation
Public discussions
Relationship between citizens and local self-governance
Relationship between NGOs and local self-governance
Transparence in the work of local self-governance

V Corruption and conflicts of interest

The workshop was attended by representatives of non-governmental organizations: „Centre for Communication” from Kotor, “PROJEKTOR” from Tivat, “Ecological Society KALIMERA” from Ulcinj, “NATURA” from Kolašin, “BILO” from Plužine, representatives of Departments for Urbanism from the municipalities of Kotor, Tivat, Kolašin, Pljevlja, Herceg Novi, Regional Institute for the protection of cultural monuments Kotor, Institute for marine biology, MONTECEP Kotor, as well as students of the Faculty of Architecture from Podgorica.

EXPEDITIO is a non-governmental organization whose mission is to encourage sustainable spatial development in Montenegro and SEE region through activity in the fields of sustainable architecture, cultural heritage, urban planning and through projects that encourage overall development of the civil society. Expeditio was established in 1997.
