On 11 June 2015 EXPEDITIO received a response from the Administration for Cultural Property Protection – Regional Office Kotor regarding the approval of the project for a tourist resort at the Autocamp site in Dobrota, UP 1080.
The document provided by the Administration and the Agency for Personal Data Protection and Free Access to Information states that “the Administration did not issue an approval of the project for a tourist resort at the Autocamp site in Dobrota, UP 1080, because the project has not been submitted to the Administration for approval”.
However, in urban and technical conditions No 04-1865/1-13 issued on 25 October 2013 by the Ministry of Sustainable Development and Tourism, on page 3 it is stated that:
“After the preliminary design is developed, which incorporates guidelines from the Administration for Cultural Property Protection it is necessary to obtain an approval from the Administration."
The conservation conditions UP/I-05-108/2013-4 issued on 28 January 2014 by the Administration for Cultural Property Protection affirm that:
“It is a duty of the owner to submit the completed project for the approval of the Administration for Cultural Property Protection – Regional Office Kotor.”
Therefore, a building permit for the construction of a 4-star tourist resort on the plot no 1080 KO / 0503-71/9 issued on 31 March 2015 by the Ministry of Sustainable Development and Tourist was issued without an approval from the Administration for Cultural Property Protection as required by the urban-technical and conservation conditions.
